Senator Greenleaf Authors Essay: "Prison Reform in the
Pennsylvania Legislature"
Senator Greenleaf recently authored an essay "Prison Reform in
the Pennsylvania Legislature" for a University of Pennsylvania Law Review
symposium "Sentencing Law: Rhetoric & Reality". The bipartisan event in
October gathered many highly respected academics, public officials, legal
experts and judges from around the country to discuss sentencing practices and
ways to reduce inmate populations.
As a panelist, Senator Greenleaf discussed the history of
sentencing in Pennsylvania and the modern trend towards rehabilitation over
harsh punishment for non-violent drug offenders.
The Senator's essay extensively covers the topic of prison
reform in Pennsylvania since the 1980s. The most recent efforts to reduce the
state's inmate population are discussed along with the social and financial
impacts of mass incarceration of non-violent offenders.
